Cathcart and District Community Council
Chair’s report February 25
This report provides an update on progress on those of our priority areas which have developed since our last meeting in January, and on other relevant areas.
Priority 1 – Reopen Linn Park at Snuff Mill
In October, we were advised that a contractor should be appointed before Christmas and the work completed by end April 2025. Friends of Linn Park are leading on this work: a Community Council member attended their last meeting and can provide an update.
Priority 6 – Engage with Community
Ross Taylor and I met Claire McGraw of Govanhill Housing Association recently for a discussion on shared priorities. There are around 150 tenants of Govanhill living in Merrylee. Claire expressed an interest in supporting the car-free zone around the schools, and in our efforts to upgrade Merrylee Park. Claire will attend our March meeting to talk about Govanhill’s work in Merrylee.
Priority 8 – Enforce School Car-Free zone
We have now been advised through Cllr Curran, Cllr Ferguson and Cllr Massie’s enquiries that it is definitely the police who can enforce this zone. The advice received from Scott Downie, Assistant Group Manager (Traffic and Road Safety) is, “Violation of a School Streets restriction is classed as a moving vehicle offence. It’s the same as a vehicle that’s driven along a one way road in the wrong direction or drives through a no entry sign. Both of these are moving vehicle offences and can only be enforced by the police. The specific offence for drivers using these zones is “using prohibited vehicle on a restricted road”, which for the police is offence code 305.019.”
Priority 18 – Welcome to Cathcart Sign
We have now received half of the total £2,340 funding for this mural from Scotrail and have therefore made an inception payment to the artists. The timeline for the mural is:
- w/b 31/03/25 – workshop session with children at Fun Lodge
- w/b 07/04/25 – design time
- w/b 14/04/25 or 21/04/25 – installation (dependant on weather and speed of design approval)
Other – Community Council business
I am sorry to report that our most recently elected member, Claire Findlay, has submitted her resignation due to a change in her circumstances. I would like to canvass members’ views as to whether we should proceed immediately to another election, or wait until the AGM in October.
Other – Merrylee Primary Pitch
Cllr Ferguson is pursuing the possibility of ENV2 funding from Glasgow Life to contribute towards a new pitch, alongside National Infrastructure Fund money. The pitch was due for discussion at a meeting of the Football Action Steering Group on 28 January, and we hope to hear further news at our meeting. A meeting of Merrylee’s Parent Council Pitch Sub-Group took place on 20 January: the minutes are here.
